Engr. Maria Deborah Vivas Baluran is the only topnotcher from the Visayas-Mindanao area in the recently conducted ECE Licensure Examination held last April 11 and 12, 2007 in Manila, Baguio, Cebu, Cagayan and Iloilo Cities.

A woman of courage and conviction, she graduated Cum Laude from the University of Southeastern Philippines of Davao City. She was a consistent Dean's Lister until she graduated. She was the class valedictorian of Rizal Elementary School in Davao in Apri 1997 and class valedictorian of University of Southeastern Philippines Laboratory School in April 200, a proof of her consistency.

As a student in college, she was active not only in her academics but also in a lot of extracurricular activities. She joined some school clubs and organization, Junior IECEP, SAFE, AECES, Sigma Delta Tau and KAPARIZ to name a few.

She was born on January 22, 1986 in Mintal, Davao City to proud parents Eufracio P. Baluran and Sabiniana V. Baluran.
